RC2 PTL idea from Scot

This idea is that the documents for RC2 would support both RC2 and RI2 so that they might easily be combined by the same PTL.  @Riccardo Gasparetto Stori is currently the PTL for RA2.  What possibility is that @Riccardo Gasparetto Stori would be willing to share what is going on with RA2 to bridge the gap between RA2, RC2 and RI2.  @Scot Steele will send a follow up email to the TSC and to @Riccardo Gasparetto Stori to see if this approach will fly.  We already have a precedent in RC1/RI1 where the PTL is the same, so it can work.
